Roskomnadzor announced the removal of requirements to limit access to the Telegram messenger in Russia. According to the official statement of the department, Roskomnadzor positively assesses the readiness expressed by the founder of Telegram, Pavel Durov, to counter terrorism and extremism.
On June 4, Durov called on Russian authorities to abandon Telegram blocking in Russia so that 30 million Russian users could use the service more comfortably. On June 15, a bill was introduced in the State Duma to lift restrictions on Telegram. According to the authors of the document, this is necessary due to the fact that Russian officials use the messenger as one of their main information resources against the background of the difficult epidemiological situation in the country.
The Telegram messenger was blocked in Russia on April 13, 2018 due to a refusal to provide encryption keys for user correspondence for the FSB. To block Telegram, IP addresses were massively blocked, which caused difficulties with the operation of various web services. Telegram regularly introduced workarounds, allowing Russians to freely use the messenger without using additional means to bypass the lock.
