The Federal Antimonopoly Service (FAS) has decided to soften the law on the pre-installation of domestic applications on smartphones, computers and televisions with the Smart TV function. According to the FAS proposal, manufacturers will not have to preinstall applications on devices, but only show application icons for downloading them.
The new FAS proposal is a concession to Apple, which still did not express its readiness to cooperate with the department for the pre-installation of Russian applications, a source of Kommersant, familiar with the situation, said.
Russian experts believe that Apple can comply with the updated requirements of the law, as the company does not have to preinstall applications. However, compliance is said to be disadvantageous for Apple. The reason is that in this case, similar requirements will be put forward in other countries.
Note that for failure to comply with the law on the preinstallation of Russian applications, a fine of up to 1 million rubles will be provided. The law should enter into force on January 1, 2021.
