Money was deducted from the phone account – what to do
First, I’ll quickly tell you why I could verify the method described below. In August 2019, a series of strange charges took place from my mom’s mobile phone account. For 20 days, 17 rubles were written off daily. In detail, each charge took place as "Dostup_k_ incomprehensible numbers".
It is clear that the write-offs occurred for some kind of service. However, she did not connect any paid services and, moreover, did not use them.
Initially, I tried to resolve the issue directly with operator support. But this was not possible, at least the support staff made it clear that it was unlikely to return the money.
Therefore, it was decided to act in a different way. Through Roskomnadzor.
There are two ways to file a complaint with Roskomnadzor against a mobile operator. The first is right on the agency’s website. The second is through the "Angry Citizen" service.
I sent a complaint on the official website, on this page. I chose the subject of the call “Providing Communication Services” and simply described what happened, emphasizing that no paid services were connected to or requested. Attached to the appeal details of all unwanted charges.
I did not hope that this would help. However, two weeks later a call came from the operator. The support officer said in a somewhat guilty voice that the debited money would be returned to the phone account within a week. And indeed, literally three days later, the debited 800 rubles were returned to the account.
